The only incident of domestic importance has been the proposal

of a new compromise for church rates, offered by Mr. Sotheron Eat- court. He proposes, in brief, to abolish the rate in all parishes in which it has been rejected for five years, and make it effective in all others. The proposal may be considered already rejected. It irri- tates the Dissenters, who have possession of the five-year parishes already and do not ask for restrictions, and it irritates the Church, by surrendering every vestige of a principle except that of keeping everything you can get.
