Mr. Taylor's thoughtful essay shows a marked reaction from modern

theories of democracy and still more of Socialism. He would sharply differentiate the State from the individual ; history, he thinks, shows that the State which pays overmuch regard to the welfare of the individual citizen will come to the ground. We are reminded at times of the pre-War German doctrine of the supreme State preached by Treitschke and his disciples. The concluding chapters are, in effect, a defence of Coalition government as opposed to Party govern- ment and of the late Coalition headed by "the greatest statesman of modem times," Mr: Lloyd -George. Mr. Taylor's arguments repeatedly provoke dissent, but they are presented in a readable form.
