The Act of the Philippines Legislature providing for a plebiscite

on independence has been vetoed by the President of the United States. The Washington correspondent of the ..Times says that no President has hitherto used this power. M. Coolidge's message to the Filipinos is a long document warning them to refleet seriously before wishing to embark on uncharted seas in a craft ill-fitted for the difficulties. It declares that independence is an intangible ideal which has often brought disillusionment and disaster, and points out that if the United States granted full autonomy she could not continue to bear the heavy responsibility of guaranteeing sovereignty and security.
