Was there a certain note of satisfaction in the des- cription by the European Electors' Union of the breakdown as the ignominious but not unexpected end of a questionable gamble " ? There would have been nothing questionable about it if those sixteen hundred terrorists had surrendered without incident. There must be a full explanation of this unfortunate affair. Meanwhile there is nothing for it but to return to the offensive with an even greater determination to bring the shoot- ing war to a speedy end.
