By hand

Sir: I wonder how many of your readers were affected in the same way as I was by Mr Tom Jackson's letter (2 April) under the title 'Unrecognised': Mr Tom Jackson, wellknown to us all as the General Secretary of the Union of Post Office Workers, was defending Mr Jack Jones against an article of 19 March in the Spectator: at the foot of the letter came, in square brackets: [Letter delivered by hand.—Editorl

Does this show that Mr Jackson recognises (a) that letters at either NT or Sip are monstrously high and/or (b) that the only way to be certain of a letter going to the correct place is to deliver it by hand ? Incidentally, who pays the 'hand'?
