We are happy to perceive that Lord Dufferin, as Governor-

General of Canada, has not dissolved Parliament, and so referred the recent scandal to the judgment of the electors. The Oppo- sition desired this, hoping to make capital of the charges, but Lord Dufferin only prorogued Parliament till a Royal Commission has thoroughly inquired into the whole matter. It is nonsense for the Opposition to say that this is to allow the accused to name their own judges, for Parliament being prorogued Lord Dufferin can insist on naming them. The Government cannot fight him, while he can surrender them to the lions, and there can be no doubt whatever of his anxiety that justice should be done.
