Sir Hugh Cairns and Lord Justice-General M'Neill are to be

raised to the House of Peers as Law Lords. The latter, a Scotch lawyer of whose existence we were, we are ashamed to say, till Thursday in complete ignorance, appears to be an aged judge, already seventy-three years of age, but considered good for a good many sound judgments in appeals from Scotch tribunals yet. Sir Hugh Cairns is still young, and if he can only keep his health, will long be an ornament to the Bench, and lend a new lustre, which it rather needs, to the House of Lords. We have not heard any rumour yet of his intended title.
