Moreover, in desiring to obtain a fair and a common- sense view of the situation, it is very necessary to appre- ciate all that is involved in the liberty of. the individual to employ his capital in accordance with his own desires. For example, it will readily be seen that if " A " residing in this country desires at the present moment to take a hand in the Wall Street boom, and to purchase some favourite speculative share there on the expectation of a rise, he has a perfect right to do so and there is certainly no law to restrain him. Nevertheless, the fact remains that •in so doing he will be directly adding to the difficulty of the situation from the British point of view, and will -be increasing the likelihood of higher rates being im- posed here to keep capital at home. ..
