Mr. John Savile Lumley, Secretary to the Legation at Madrid, is to be Se- cretary of Legation at St. Petersburg. The Honourable Richard Edwardes, Seevetary to the Legation at Frankfort, is to be Secretary to the Legation at Madrid. Mr. Frederic Hamilton, Secretary to the Legation at Athens,
