Powers have already been conferred on the County Councils of Surrey, Middlesex and Essex to control building along their main roads. _,Pending more drastic legislation, a short measure confeEring similtar powers on all County Councils would do something to gap this disastrous process of exploitation, and it is satisfactory to know that the Government is to introduce:such a Bill. It would be more satisfactory to ,kno* that it intended to secure to the public some part at any, rate of the increased values with which enntiguOus nd-owners are endowed by the construction of arterial: roads..
