Wednesday's Guardian, in a short leading article, which has all

the character of " inspiration," points out how entirely the Admi- ralty must be at the disposal of the Foreign Office in relation to the policy by which the Navy is to be directed, and that it is, there- fore, impossible that Mr. Ward Hunt, except as a member of the Cabinet, had any special responsibility for the Fugitive-Slave Circular now ' suspended.' This confirms the belief that Lord Derby is the Minister responsible for the Circular. But what would the Cabinet be without Lord Derby ? A watch without the ruby on which the wheels turn.
