Sir: Nikolai Tolstoy is right to dwell in detail on

the fate of Cossacks and others repatriated to certain death in the USS1k. at the end of the war; however, this should be less to ascribe blame than to learn the lessons of history.

The Foreign Secretary has reached an agreement with the Hong Kong authorities to repatriate compulsorily 9,000 Viet- namese refugees who have fled communist tyranny. No guarantees about their treat- ment in Vietnam have apparently been either requested or given. In the past thousands of Vietnamese have died in 're-education camps' or simply been ex- ecuted because of their opposition to the present regime. In other words Sir Geof- frey Howe may soon be a 'minister' with his own 'massacres'.
