The Bill funding the American debt to Britain is before

the Senate, and may very likely have been voted on by the time these words are read. The debate has been most encouraging to supporters of the measure, and there seems a general tendency to keep it above party issues. In a word, America is treating the measure with all the gravity and wisdom which so great a decision demands.
