Cabinet Councils, announced beforehand last week, were held on Wed- nesday and Thursday; another was to be held today at noon; and another is announced for Tuesday afternoon.

Early in the week it was announced that Government intends to sepa- rate the civil from the military functions of the Cape Government. The Globe of today believes that Governor-General Darling, of St. Lucia, will be the new Lieutenant-Governor at the Cape. "He is now in town, and will proceed immediately to the Cape Colony."
