CAPTAIN John Bongo writes from Johan- nesburg, where he was sent by the late Mobutu Sese Seko of Zaire on a mission to buy arms. This has left him with $250,000 in hand — a modest sum, when you consider that his master's personal wealth was equal to his country's debts — and he wants to transfer it into a friendly bank account in the United Kingdom. Just send him some details. A sceptical reader, declining this offer, sug- gests that the Captain must have been sec- onded to Nigeria but that his choice of name is all wrong and that 'Captain Vane- Tempest-Ponsonby-Fane' would have been more impressive. I disagree. To me 'J. Bongo (Capt.)' has the authentic ring of Sandhurst. I shall watch events in Zaire and wait for him to get his hands on some diamonds.
