All Governments have, trustee responsibilities to those within the limits of their jurisdiction, or to those outside if bound by national obligations, as in the case of Belgium. If a man murdered my brother, as a professing Christian, with the fullest recognition of the larger brotherhood, I should immediately hand him over to the nearest policeman.—I am,
