The Totalisator The Racecourse Betting Control Board has issued its

first annual Report. After some me early difficulties the work of installing the Totalisators has gone forward rapidly, and it has had very much the result expected. Attendance has increased, prices have been reduced, the control of betting has become easier. The last is, of course, the most important achievement of the " Tote," but the public will undoubtedly be more interested in the great advan- tage which the " Tote " offers to hackers. It 'appears that the average advantage in winnings from the " Tote " as compared with' those paid by a starting-price book- maker, is forty-five per cent. It passesnur comprehension why the Government do not take a fair share of the money spent on the greatest Of our national luxuries-.
