Mr. Baldwin's statement on Tuesday was to the effect that,

in the opinion of the Government, tariffs were the sole .cure for unemployment. He himself . had become so strongly convinced of this that he could not have undertaken to remain in office and to attempt to steer the country through the coming winter unless he were allowed to use an instrument which Mr. Bonar Law's pledge at present prohibited him from using. A multi- tude of counsellors had given hint advice, and he had been urged to avoid Mr. Bonar Law's pledge " as much as possible," but he added, characteristically : " I have little skill in finding ways round." The only question that remained for him, therefore, his views being what they were, was whether the Election should be sooner or later. He had decided for the earliest possible date; because there was no time to lose if tariffs were to be incorporated in the next Budget.
