THE critical decision has been taken and Mr. Baldwin is to appeal to the country at once. Greatly • though we regret this step, and unnecessary though it is from our point of view, we think no one could fail to respect the transparent sincerity of Mr. Baldwin's explanation in the House of Commons when Parliament • reassembled on Tuesday. If we eared to write frivo- - lously, we might say that Mr. Baldwin is even more honest than we had supposed. For surely no one but a man labouring under a strong sense or duty would dissolve a Parliament which does not want to bc dis- solved, and which has been in existence only for a year, in order to accept the manifold and patent risks to which a General Election exposes-- the author of any Protectionist scheme.
