The intelligence from Spain is very scanty. General ALAVA has

.finally determined not to go to the War-office, but to return to his post as Ambassador to England. MENDIZABAL is the War Minister ad interim. GALIANO has been appointed a member of the Commission to draw up the project for the new electoral law ; and this is deemed a guarantee for the Liberal character of the measure.

There seems to have been a good deal of fighting in Navarre ; but the accounts from that quarter are confused and contradic- tory: next week we shall probably have some accounts that can be relied upon. Count ALMODOVAR, Governor of Valencia, has issued a proclamation, threatening that for every soldier killed by the insurgents, he will put to death two Carlist prisoners in his power.
