Bill, is a clear interpretation of the spirit and meaning of the several clauses of the Act, with the addition of notes and a complete index. In the introduction, Mr. CARPENTER enumerates the benefits of the measure ; and in the notes he sar- castically describes the nature and object of the muti'ations of the Peers. It is a cheap and useful little manual. What newly. created burgess will grudge sixpence to possess a translation into intelligible language of the charter which secures his municipal rights ?
