At first sight this seems rather a formidable matter, and

a lively imagination may form pictures of this syndicate of millionaires wandering about Europe with their pockets full of gold trying to injure Britain. In reality, however, we imagine that very little will be done with the millions. A good deal has probably already been spent, and the re- mainder will be heavily drawn on by large numbers of refugees who will refuse to go back, or who will even leave their country for the purpose of taking their share in the fund.
