It is a matter for grave regret that the Employment Secretary, Mr Michael Foot, has finally rejected TUC calls for the banning of fee-collecting employment agencies for secretaries, nursing staff, building workers and catering staff. The Government is to introduce regulations setting up a central registration and inspection system, but this falls far short of what The Spectator for several years has pressed as desirable. Employment agencies make a poor relation of what were formerly the labour exchanges. They grossly over-charge, and encourage staff to change their jobs. They are inflationary to the extent that they advertise already filled or non-existent vacancies at wishful salaries. They were banned before the war in Germany and are not encouraged throughout the European Community. There is simply no valid reason for their continued existence, which has become a triumph of sectional financial and political public relations over the public and political will.
