(P. S. King and Son. ls. net.)—Mr. Wontner emphasises the difference between legal rights and Constitutional practice, and shows how this difference bears on the relation between the two Houses. If legal rights were to be insisted on the result would be chaos. The only reasonable thing is to find out what the nation wants. Mr. Wontner's book is a valuable contribution to the literature of this subject.
