The Emperor of Russia has published an ukase declaring the

capture of' the Vixen to have been perfectly legal. Perhaps it was; but Englishmen will desire to have the opinion of the learned men whom Lord PALMERSTON consulted before making up their minds to that conclusion. And, by the way, when do they mean to give their opinion to the Foreign Secretary, and when will he condescend to communicate it to the House of Com- mons?
