Meanwhile the suffering caused by the occupation increases, the people resenting German demands in peace more than they did in war, while the German =sensitiveness to criticism has all the effect on a defeated race of 'cruelty. It is said, for instance, that the people of Rouen hung out black flags to show their aversion to the occupation, and that the German commandant in consequence made the billets heavier. This, even from the German point of view, is equivalent to a judge punishing a woman for crying because her sentence is heavy. It aeems, however, probable that " demonstrations " other than hoist- ing flags were made in Rouen, which were interpreted, rightly or wrongly, to portend resistance to authority, and in all such cases German authority at home, as well as abroad, is severe.
