Ulster's representation

Sir: At Scarborough this weekend, the Conservative Party's National Union meets. Although many constituency asso- ciations submitted motions supporting the acceptance of the infant Conservative asso- ciations of Ulster, the conference will be told by Sir Peter Lane that the time is not ripe to permit Northern Ireland to partici- pate in mainstream parties.

Ulster, according to Central Office, must remain unique in the modern indust- rial world. . . blocked from government- forming parties and subject to a shadowy condominium status. Northern Ireland can always be ridiculed for its petty provincial politics, but voters cannot vote Tory, Labour or Salad while the major parties refuse to organise in the province.

I think we may see an event as remark- able as the democracy bubbling up in Eastern Europe. The Tories may reject the timid advice of their Chairman.
