The ILO

Sir: Mr Jack Coates, Employer Member of the Governing Body of the ILO, paints altogether too rosy a picture of that organisation (Letters, 29 July).

I would agree that this year's conference was, in its mood, much more constructive than in recent years. Indeed, I have already commented elsewhere on the ILO's unexpected integrity in deciding to investigate the treatment of Russian trade unionists.

But this does not mean that the fundamental problems have been overcome or that there are not still deep and bitter issues unresolved, which will not even be examined if it is politically inexpedient to cl_o so. This year's conference showed the ILL) still pushing ahead with practical work Ahow far can this continue with a reduce' budget? The full effects of American withdrawal can hardly be showing yet.
