120 THE EDITOR OP TEE " SPECTATOR.1 SIB,—The action of the Welsh County Councils recently must surely cause every one to doubt the policy of the above Act. Although myself a constant reader of the Spectator for many years, I have so far failed to see its wisdom or justice. The question as to whether a rich minority have the right to " dump " down a Church school in the midst of a majority of Nonconformists, and the further question whether the State has a right to make such a school a " tied" one in a parish, have, I venture to think, been too much lost sight of. Ai a Free-trader, I strongly object to such a system, and feel no surprise that the carrying out of it has raised such strong feelings in Wales and England.—I am, Sir, Sm.,
