We have written in our second leading article about the

much abused circular lately. issued from the Board of Education by Lord Eustace Percy. In our opinion I he circular has been considerably misrepresented owing to the unfortunate manner in which it is expressed. The real issue is whether the percentage grant to the education authorities is to be retained or whether there is to be a block grant. There is a good deal to be said on both sides, and we do not care to place one system definitely above the other until we have more information —until, for example, Lord Meston's Committee has reported. On the whole, however, we incline to the block grant which Lord Eustacc Percy advocates as giving 4 truer freedom to local authorities and being more economical.. For economy in the true sense we certainly want though we do not grudge a penny that is well spent on education. The whole subject has yet to be thrashed out and we hope that Lord Meston's Report will be available in time.
