The United Kingdom has been given a damnosa haereditas in

the form of a mandate to administer the most seething of all the seething pots of the world—namely, Palestine. It may be right—we are inclined to think it is—to see whether it may be possible to provide a spiritual and physical home for the outcast Jews of the world—people to whom our civilization owes a duty of reparation for the hideous cruelty with which they have too often been treated. But we cannot and must not attempt to find the outcasts of Europe a place in their old home by any- thing in the shape of eviction of the existing population or by an administrative policy which will make for their eviction.
