Peking, however, is not the only city which is in

con- siderable suspense. The foreign troops at Tientsin have been preparing such defences as were prepared at Shanghai, and for the same reason. The Germans and Austrians, of course, no longer have concessions at Tientsin, but the British, Americans and Japanese evidently do not intend to be taken unawares by the descent upon the city of Nationalist soldiers intent upon loot and dis- regardful of orders. The United States is not inclined to answer the message from Nanking asking for a state- ment of her intentions. The State Department at Washington is convinced that Japan is acting in good faith and means to withdraw her troops from Tsinanfu as soon as she reasonably can.
