The fact that they are coming is, I think, a

proof of their desire to get into contact with Europe again ; and this time they are not likely to run the risk of another failure. Indeed, their own people will expect them to make a serious contri- bution to disarmament, for the Bolshevik leaders have always preached that they alone are in earnest in desiring a reduction of armaments. They may think it necessary to let off some squibs for home consumption, as they would say ; but the presumption is that they are coming to do a serious deal, if
