So the Bolsheviks are coming to Geneva again ; this time not to settle our economic problems by helping its to get rid of the capitalist, but to teach the rest of the world how to solve the vexed question of disarmament. Whatever other qualities the comrades from Moscow may have, they at least have the supreme virtue of never being in any doubt how to settle the affairs of Europe in spite of the mess they have made of their own. While all the nations are fumbling over the Gordian knots in which the War has tied them, the Bolsheviks know exactly what ought to be done.
