Turkey, lagging behind her allies, sent a Peace Note to

President Wilson through the Spanish Embassy on Monday. Turkey, with whom America is not at war, asked the President to re-establish peace and to invite the belligerents to negotiate. The Turks accepted the President's programme as " a basis of negotiations " and desired an immediate and general armistice. As this Note was a belated copy of the German Chancellor's first Note, sent ten days before, it may be inferred that the German clique in Constantinople was still in power at the end of last week, despite all rumours to the contrary.
