The " Times " Documentary History of the War. Vol.

VII., " Naval," Part DI. (The Times.)--The new volume of this remark- able and well-edited collection of documents bearing on the war deals with naval affairs in January and February, 1915. Many of the papers relate to the controversy with America, arising out of the blockade. Much space is filled with the naval debates in Parlia- ment. We are reminded that on February let, 1915,, a. German submarine tried to sink the hospital ship ' Asturias ' with a tor- pedo. The German Embassy at Washington a month later issued an apology for the crime, which was, it said, due to an unfortunate mistake. Nowadays Germany boasts of such atrocious violations of international law and the dictates of humanity.
