The Report on the Imperial Institute at South Ken- sington,

which was drawn up by a Committee under the chairmanship of Mr. Ormsby-Gore, has been published as a White Paper. The founders' conception of the Institute was that it should display all the resources of the Empire and help Imperial developments in the application of scientific, industrial, technical and conunercial knowledge. Mr. Ormsby-Gore's Committee, however, have come to the conclusion that the existence of an Institute managed on those lines is no longer possible, for the conditions have greatly changed. The original conception dates back to the times when the Dominions were " the Colonies." Moreover, the advance in every bratich of knowledge with which the Institute is supposed to deal has made a central organization quite unsuitable.
