Lord PALMERSTON has made a formal and urgent remonstrance to the Portuguese Minister, I. DE SARMENTO, respecting the pro- ceedings of the Pedroite Government. His Lordship told M. DE SAIIMENTO, that our Govermnent saw such proceedings with great pain and regret.
