SPECTATOR."] SIR,—In the first paragraph of " News of the Week" (Decem- ber 25th) you say : "Persons insured under the Unemploy- ment Insurance Act would be eligible for benefit as soon as they were out of work, instead of having to wait for a month."

I think this is not quite correct. According to the Act, "during the period of twelve months next after the commence- ment of this Act, every person in respect of whom not less than four contributions have been paid" shall be eligible to receive unemployment benefit. But when the Act came into force in October numbers were unemployed then and have continued so since, and were thus unable to get the necessary, four stamps on their cards entitling them to benefit. What has been done is to bring such persons into benefit at once without their having to wait until they have been employed
