Mandates for Colonies Great Britain is now in a position

when she cannot much longer afford not to put before the world a general policy in regard to colonies. So much has been mode clear both by Italian action and by Sir Samuel statement at Geneva. In the course of an instructive cession at a conference arranged by the National Peace Council last Tuesday, all the speakers agreed that the. only condition on which we can justify our Colonia.1 Empire is that we should give to all countries equal opportunities for trading with our colonies. Sir Arthur Salter, Lord Lothian and Professor Bentwich held. that the remedy was an extension of the mandate systel9 under the League of Nations and the application of the Open Door. That, clearly, means abandoning the system of Imperial Preference in our Colonies, since• preferences involve the partial closing of a market to foreigners.
