SIR , —The publication at Washington of the programme for the coming conference, so far as it affects Pacific and Far Eastern questions, is sufficiently comprehensive to satisfy every one; but as one familiar with China, I would very strongly express the hope that the Powers in their deliberations will be very largely governed, in deciding on the principles applicable to China, by the views which China herself holds on the subject. In that case there is some real chance of development and reform. The risk is, of course, that the Powers will decide questions relating to China only, 'or mainly according to the principles which they think are applicable.
