POSTSCRIPT.

Despatches have this day been received at the French Embassy from Paris, by which it appears that a favourable prospect is entertained as to the negotiations on the Belgian treaty. TALLEYRAND has had several interviews with Louis Plinap on the subject ; and he will be here at the latter end of this month, with a sort of ultimatum from the French Cabinet, which may induce the representatives of the Holy Alliance to act with more honesty than they have hitherto done.
