The Times has republished, from the Parliamentary Papers, the Organic

Statute or Constitution given by the Emperor of Russia to the Poles. The only noticeable thing about it is the accom- panying note of Lord HEYTESEURY, who describes the Emperor as having bestowed an entirely new constitution on Poland. The Duke o(WELLINGTON, it may be recollected, defended NICHOLAS from the charge of having violated any treaty by his conduct towards that country.

The accounts from Poland are of the same character as usual. Of 456 children carried away from Warsaw, an eyewitness states, that only 115 of the oldest lived to reach Robrojok; and these were worn down with disease.
