It seems that the Black republic of Hayti cannot fulfil

the hard conditions which France imposed upon it as the price of freedom. The Blacks were to advance to the French Government, for the benefit of the old planters, six millions sterling in five years. The yearly revenue of the republic is only about 400,0001.—little more than the interest of that sum ; and hence an attempt to open the treaty anew on the part of the republic, in order to obtain an abatement of these impracticable conditions.
