An interesting study of the Prairie Provinces of Canada is

given by Mr. E. B. Mitchell in his volume on Western Canada before the War (John Murray, 5s. net). The first half of his book is of a descriptive character, while the second is devoted to a discussion of the particular problems which have to be faced in Western Canada. One of the most fundamental of these, we gather from Mr. Mitchell, is the wide cleavage and lack of sympathy between the inhabitants of the industrial cities and the agricultural population. "The division," he says, " of French and English in Quebec and Ontario has been troublesome enough to Canadian statesmen; but the breach between town and country is perhaps an even graver matter." Other subjects discussed by Mr. Mitchell are the power of Trusts, " graft " in politics, and the effect of immigration upon wages.
