Neil would be a Bill of Attainder. There are, no doubt, enough loyal peers and MPs to ensure its passage. It has the advantage of using much the same methods against them as they have used against the Prince and Princess of Wales — no specific charges, no rules of evidence, arbitrary sen- tence. We must hope, out of humanity, that Her Majesty would pardon them; but if she didn't, their execution on Tower Hill (not Tower Green, which is reserved for persons of quality) would be good for tourism.
