Indo-China; and a high authority on Colonial matters, states that General Lyautey is in no sense a bellicose soldier, but a man essentially sagacious and moderate. He is also represented by the same authority as having a great deal of sympathy with the native population and under- standing of the Arabs of the desert. These facts con- siderably increase the importance that must be attached to General Lyantey's despatch. Meantime, there is evidence of

increasing unrest throughout Morocco. Fanatical preachers are said to be stirring up the people in Fez, and the Consuls at Casablanca have informed their respective Legations that a fanatic is preaching an anti-dynastic, anti-European crusade among the neighbouring tribes. We can only hope that the French Government will act with the maximum of discretion and pabience in regard to the whole situation.
