The tacit answer to that comment is, of course, that

Labour 'still hopes to be able to get on very well without the Liberals and to see the strength of.Liberalism lessened rather than increased at the General- Election. Labour still hopes, in fine, that the conditions of co-operation with the Liberals will never arise. Both parties are thus drifting into a gambling policy instead of acting on the principle of " safety first." As Unionists we need not pretend to regret this, but we must not regard it as a certainty that this speculative policy will continue.
