The importance which is attached to the Conference overseas is

evident from the speeches of the leading Dominion statesmen, and from the amount of comment in the editorial columns of the Dominion Press. Each part of the Empire is interested in the Conference for its own special reasons, as is natural, but all are vitally affected. Especially noteworthy speeches on the subject have been made by the Prime Ministers of Australia and South Africa, from which I have taken the two brief extracts printed at the head of these weekly notes. There will be many urgent matters to discuss, such as Naval Defence, migration, airships and commercial aviation, wireless, inter-communication generally, eco- nomic policy and Preference, apart from the one issue which will overshadow all others, namely, that of the Empire's Foreign Policy, which is closely inter-related with that of Empire Defence.
