The Scheme for developing a great waterway from the St.

Lawrence through the Great Lakes has been carried a step further by the agreement between the Governments of Canada and the United States to carry on the negotia- tions. The engineers are Convinced that the scheme is practical. Unfortunately, it is just one of those proposals which excite all sorts of rivalries and involve the clash of vested interests. It is not certain, for instance, whether the rights over the St. Lawrence belong to the Federal Government of Canada or to the Provinces. This tangled point of law will have to be decided; Theri, the Province of Quebec is sure to take the line that a waterway for ocean-going ships to Chicago, Detroit and Cleveland will be to rob Quebec of a large part of her wealth. That, howelier, will not be the universal Canadian view, because the development of the St. Lawrence, and the Ottawa too, would provide cheap electrical power. It is impos- sible to see very far ahead at, present, but the introduction of large ships into, the heart of America will certainly be acconiplished some day. - -• • - • - - - -
